In a large bowl, whisk together the flour, sugar, baking powder, and nutmeg.
Rub the cold butter into the flour mixture using your fingertips until it resembles coarse crumbs.
Whisk the egg and milk together, then gradually add to the dry ingredients, kneading until a stiff, smooth dough forms.
Roll the dough out on a floured surface to 1/4 inch thickness and cut into small 1/2 inch squares or strips.
Heat the vegetable oil in a deep pot to 350°F (175°C) and fry the dough bits in batches until golden brown, then drain on paper towels.
In a small saucepan over medium heat, combine the honey, ground cardamom, and water, simmering for 2-3 minutes until slightly thickened.
Place the fried chin chin in a large bowl and pour the warm honey syrup over them while they are still warm.
Toss thoroughly to coat every piece and spread them out on parchment paper to cool and set.
