In a large mixing bowl, whisk together the flour, sugar, baking powder, nutmeg, salt, and fresh lemon zest.
Add the softened butter to the dry ingredients and rub it in with your fingertips until the mixture resembles fine breadcrumbs.
In a separate small bowl, beat the egg with the milk and lemon juice until well combined.
Gradually pour the wet ingredients into the flour mixture, kneading gently until a smooth, firm dough forms.
Roll the dough out on a lightly floured surface to about 1/4 inch thickness.
Use a knife or pizza cutter to slice the dough into small 1/2 inch squares or rectangles.
Heat the vegetable oil in a deep pan to 350°F (175°C) and fry the dough pieces in batches until golden brown and crunchy.
Remove with a slotted spoon and drain on paper towels; allow to cool completely before serving.
