In a large mixing bowl, whisk together the flour, sugar, nutmeg, allspice, baking powder, and salt until well combined.
Add the cold cubed butter to the flour mixture and rub it in with your fingertips until the mixture resembles coarse breadcrumbs.
In a separate small bowl, beat the egg with the evaporated milk and vanilla extract.
Gradually pour the wet ingredients into the dry mixture, kneading gently until a smooth, stiff dough forms.
Roll the dough out on a lightly floured surface to about 1/4 inch thickness.
Using a knife or pizza cutter, cut the dough into small 1/2 inch squares or strips.
Heat the vegetable oil in a deep pan over medium heat until it reaches approximately 350 degrees Fahrenheit.
Fry the dough pieces in small batches, stirring constantly until they are golden brown and crunchy, then drain on paper towels.
